Location - Preston. The job of HR Advisor is to provide advice and support to all departments of the Council on a wide range of HR matters
Main duties and responsibilities include:
To provide advice to departments on staffing matters including employment law, local and national conditions of service, the Council’s employment policies and their application.
Recruitment and selection, including advice on drafting job outlines and employee specifications, recruitment advertising, selection methods and procedures, employee checks and appointment procedures.
Advice and support to departments on disciplinary matters including investigations, attendance at disciplinary hearings, appeals and tribunals and preparation of paperwork.
Advice and support on dealing with grievances including investigation and attendance at grievance hearings and appeals.
Advice and support to departments in staff welfare matters including monitoring sickness absence, visits, interviews, referrals to Occupational Health and other interventions.
Carry out reviews of workloads and staffing levels in order to achieve value for money for the Council.
Advice on pay levels in accordance with the Council’s job evaluation scheme.
Preparation of reports on staffing and related matters.
To keep current in good employment practice and changes in employment law.
To assist in delivering training on the Council’s HR policies and procedures.
Advice and support in dealing with staff transfers, redundancy, redeployment and early retirement.
Research and implement new Council initiatives.
Assist with surveys, returns, workforce monitoring.
Consultation and negotiation with staff. Representatives and trade unions.
Resolution of disputes.
Advice on Local Government Pension Scheme and the Council’s discretions.
Advice on the application of the Council’s Equal Opportunity Policy.
In addition, other duties at the same level of responsibility may be allocated at any time |
